Even though you do not have NFL Europe anymore I think they can get potential Referee candidates experience by working in preseason games. If there are too many maybe limit it to those who were not FBS Referees or were in the NFL more than 5 years. I do not like hiring directly into the Referee position because the NFL is much different from the college game. Differences in penalties change how players try to skirt the rules. Also, the schemes used by teams are different in the NFL (you do not see the triple option as a Base O in the NFL). Working the line or as a deep official gives a different vantage point which is useful when working as a Referee because you can provide advice to other crew members and you know what their keys are. Also, it gives you experience calling fouls that you would not see as a Referee (such as Pass Interference, illegal contact, etc.). The Referee needs to have the trust of the players and coaches and it is useful to build that trust at other positions rather than having a Referee working his first NFL game period at that position. While officials like Markbreit and Hochuli are exceptions, if you look at which officials have had the most successful transitions to Referee they have not been the guys who had short tenures at other positions
