Great article, I love reading about stuff like this. It reminds me of Jerry Markbreit's book, in his first-ever game, he did not weight his flag. He tried to throw it for a penalty and it went nowhere.
The article mentions that some officials are encouraged to carry two flags. Has anyone ever seen this? I seem to remember it once or twice in college games, but can't quite remember. I thought it was actually discouraged so as not to look like they want to call penalties. I had always heard flag, hat, beanbag and hope there isn't a fourth penalty.
Which, by the way, leads to another Jerry Markbreit story (it's in his book). In his first-ever year of officiating, a more seasoned referee told Markbreit about the flag for the first penalty, the hat for a second penalty, and a rather unique, albeit original, method for marking a third penalty. As Markbreit put it, thankfully he never had to do it.

A few things. Stan Javie and Lou Palazzi both carried two flags kept in their belts in the front. A few officials kept their flags in their side pockets. A good number of FJ, BJ, and SJ are quite skilled in getting a flag to where they want it.

One more reason I've been told that 2 flags are a necessity is in case a player or coach decides to hide a flag or make it a fan souvenir.

I remember a number of years ago, seeing in one of the East Coast conferences, I believe, the officials had a flag hanging off both back knicker pockets, folded flat, flapping in the breeze. Personally I always had two flags, one with a ball, rubber band contraption in my belt, the other, folded, and hid in my back pocket. This helped when calling multiple fouls on one play, rather get a flag stepped on and not a hat, especially if it was white for that game.
