Saints at Ravens last night...4th Quarter, Saints ball...here is the gamebook entry... - 2nd-8 NO 12 -- (6:04) 18-G.Grayson pass deep left to 83-W.Snead to NO 35 for 23 yards (59-A.Brown). Penalty on BAL-28-B.Trawick, Defensive Pass Interference, declined. PENALTY on BAL-68-C.Bilukidi, Illegal Use of Hands, 15 yards, enforced at NO 35.
So...pass was complete to the NO 35. The R actually announced that the Illegal Use of Hands was hands to the face, and that penalty was declined, and the DPI was accepted "15 yards from the end of the run." Huh? Since the pass was complete, shouldn't it have been both penalties declined and the ball at the NO35? Where did the extra 15 yards come into it? The next play was from the 50.

The announcement must have been reversed by the R, which happens from time to time when there are double penalties. If there is a corrective announcement, it usually is not picked up by the TV.
Fouls by the defense, except those that can only occur at the snap, are tacked-on to the end of the run. This prevents the defense from cranking out penalties that would just be declined because of the offense's gain on the play.
Since there is a catch, the DPI cannot be tacked on, because it is a spot foul. That would be declined in any catch situation, unless there was a loss of yardage or possession after the catch. The ILH was accepted, as the scorekeeper recorded, but it should be 5 yards from the dead-ball spot, not 15. The only thing I can see possible is that it was actually a facemask or some other roughness call instead of ILH.
I'll have to catch the game on the replay to say for certain.

And, I forgot that I had the Game Rewind, or whatever they rebranded it so that they could charge more money. Either it was not illegal use of hands and some unspecified 15-yarder, or it was a miss by the entire crew. I couldn't see where the first foul occurred, so I really don't know
