I don't feel that's targeting. The contact was minimal. You could go with unnecessary roughness because he's likely out of the play.

IFAF rules are like NCAA not high school.
9-1-3 and 9-1-4 are almost identical. So you'd have to consider under 9-1-4 and is the chaser defenceless?
I'd support a call of TGT here, he jumps up to aim high, he made no attempt to hit in the torso. Watch the turn on the players' helmet.
