Once again the Big Ten and the PAC-12 are the two excluded conferences. With Dan Capron representing the Big Ten in the championship game last year, the PAC-12 will likely be responsible for that game this year.
In the semifinals, I’d be surprised if the SEC wasn’t assigned the Clemson-Notre Dame game (Cotton Bowl). The SEC hasn’t had a CFP game since the first year (2014-15) when Matt Austin worked the Rose Bowl. For Alabama-Oklahoma (Orange Bowl), I would expect the Big Ten to be assigned.
I have no idea how Rogers Redding actually makes these decisions–purely speculation on my part.
If my conference predictions are correct, my WH predictions would be...
Orange Bowl: John O’Neill Cotton Bowl: John McDaid NCG: Kevin Mar

This is because the Orange Bowl has a ACC team playing in it when they don’t have the playoff, so the ACC refs never ref it, just like how the PAC 12 refs never usually officiate the Rose Bowl

You didn’t see a Big Ten or PAC-12 crew in the Rose Bowl in 2014-15 or 2017-18.

The last time the Big 10 worked the Rose Bowl was 2006 - Texas vs. USC for the National Championship. The Vince Young game.
Dave Witvoet was the referee. Dino Paganelli was the back judge....his last collegiate assignment before the NFL hired him.
