This is a question that will be very simplistic to many on here but I don't know the answer and thought someone on here will put me right - do crews largely stay the same from year to year, or are they reassigned en masse at the end of every season ie will each referee have basically the same crew from one year to the next (barring retirements etc)? I ask this because I've noticed from the penalty stats lists that this year officials such as Ron Winter (in particular) and Walt Anderson, who have traditionally thrown lots of flags, are down near the bottom of the list in terms of number of penalties called/flags thrown. Is a change of crews behind this, or some other reason perhaps?

It varies from year to year - some years crews will stay pretty much the same - in other years - there will be major changes - some due to retirements, some due to crews not grading out well and various other reasons.
