Going back to the quarterback sack not stopping the clock...
This was not part of the proposal, but I wouldn't be surprised if there is a further revision to cause the clock to run after an intentional grounding foul. Inside of 2:00, it is a 10-second runoff. The rules generally provide for an outcome similar to a sack (it is a spot foul if the QB is more than 10 yards behind LOS).
Since this rule change would be in the spirit of the voted proposal, the league will likely make the change and, if they find it necessary, circulate to the owners to make sure there is no objection. This does happen from time to time when a rule change creates a paradox or unintended consequence, the officiating department will make an "editorial change."
One of these editorial changes occurred last year, was a double foul/multiple change of possession. It was revised to be an offset/replay-down IF the last change of possession was not with clean hands. Previously, the team that made the last clean-hands recovery got the ball and offset there. This was made as an editorial change, and not a formal rules change proposal.
