It has been that way for years. Back in the 70s your finals crews were the likes of Strom, Vanak, Gushue, Powers, O'Donnell and Murphy. In the 80s we got Strom, Kersey, Evans, O'Donnell, Ed Rush, Madden, Vanak, Crawford and Garretson (who assigned himself to the Finals as officiating supervisor). It HAS to be frustrating for the officials who always flame out in the conference finals or semi-finals. Maybe an edict like the NFL and MLB where there are no repeat appearances? I don't even know if there needs to be an edict but there just needs to be a little bit more parity. I am not really a hockey fan but the NHL does it well. There are 2/3 guys who make it every year and the last 5 to 6 spots is pretty much up for grabs. You will also see guys return to the Finals after maybe having a year or two off. That is a good way to get a lot of guys NBA Finals appearances while still having the best out there. We don't need to go crazy like the MLB or NFL and have 3 to 4 new guys every year, but having the same 10-11 guys in the Finals every season is bad business IMO. I know it has been that way for years but that doesn't make it the right way to do it. For what it's worth, in the NHL this year only one (Referee Wes McCauley) of the eight officials (four refs, four lines) was in the Finals last year. Seven of the eight have previous Finals experience, but there is a healthy year-to-year "battle" to get a Finals spot. To me, that creates incentive.

Like I said before you do not have to have a first timer every year but why not mix in Washington or Kennedy every so often or get Wright or Fraher a turn at the Finals. If say Tony Brothers didn't make it this year no reason he couldn't be back in the Finals next year.

Unlike MLB or NFL, you can't have an edict in the NBA about no officials working consecutive years because of the volume of officials who work the finals. In the NFL it is 1/17 (or less than 6% at each position). In the NBA it is 2 to 3 times that number. MLB is right around 10% as is NHL. That being said, it does seem somewhat perplexing that none of the recent NBA hires are somehow good enough to knock some vets out of the finals. I get that you want a certain minimum of "Crew Chiefs," but somehow MLB makes it work with more limitations

I believe at least 8 of the 12 are deserving. After that, I think there are 4 or 5 younger referees who are as capable.

I like the the NBARefs twitter is trying to engage with fans, however I do not think this going to go very well. The amount of trolls on twitter who will just complain no matter what the explanation is does nobody any good and I am afraid their explanations will mostly fall on deaf ears.
