A pretty good set of new hires. 4 of them are aboslute slam dunks who have had major success in major conferences (Slaughter, Dolce, Reynard, Blubaugh) and while Leblanc and Blake don't have quite the same success as those two they still have had some. Leblanc works a bowl game evry year just not ever a NY6.
Is Blake confirmed to be a SJ? I would have guessed he would be an Umpire since that is what he was in the ODP and he has always been a Referee in the FBS. If you were going to go with an ACC Referee to hire I would have personally gone Duane Heydt or Jeff Heaser before Blake.
We are either getting 2 more retirements or there will be 2 more swings than last season. Based on what Ben wrote last week I think there are at least 2 more unconfirmed retirements/firings.

Seeing that Blake worked both AAF and XFL as a Referee, NFL was obviously high on him. Perhaps they thought he looked better than Heaser in that role. What surprises me though is he was hired to work a deep wing although that may be subject to change. That being said, perhaps if NFL is one day looking at him to be a Referee (outside of Willard there isn’t much left when Corrente, Boger, etc. retire). I know he just worked the Super Bowl, but considering he graduated college in 1983, Bill Vinovich was likely born in 1960 or 1961 which means he turns 59 or 60 this year. Carl Cheffers I think is around similar age to Vinovich. As a SJ it would give Blake a different perspective and allow him to better mentor deep wings in the future.

The NFL's release has Blake as a SJ.

I think the U-to-R experiment is either on hold due to such a high turnorver at the R post in recent years, or it was deemed unsuccessful.
The NFL needs high-caliber umpires.

My guess is that since there are 2 SJs and no announcement of any SJ/FJs retiring, Jim Quirk has been let go and Rick Patterson has been forced into retirement.

Or they could be adding Swing officials and a SJ moved to another position

I doubt Quirk has been let go seeing as he worked a Playoff game on the field last season. He had majorly struggled before that but that should keep him safe for awhile.

The NFLRA could be appealing cases of officials who were voluntold to retire. If appeals are successful, those officials might return as swing officials.
All the above is speculation.
