The Colts Zach Pascal is flagged for taunting. After the taunt, the Rams Kenny Young gets into a heated exchange with umpire Bryan Neale. Young gestured and contacted the bill of Neale's cap. Neale ejected Young for that contact.
By rule, Smith enforced the taunting as a dead ball foul. Then, the Young foul was enforced as a "between downs" foul.
The thought process behind this is fouls between downs are always enforced and not combined with another foul to create an offset. In other words, a foul against an official is always enforced and never offset.
Mac Jones scrambles and grounds the ball. While there was an eligible receiver within shouting distance of the pass, referee Shawn Hochuli refuses to bail Jones out and drops the flag on the rookie quarterback.
