On a failed end-around by Elijah Moore, he retreats for -20 yards before ending at the sideline for a net of -15.
Immediately, the replay booth "sees smoke" -- an inside term for something that has an element that warrants a review. They have until the play clock reaches 20 to make a decision on where the dead-ball spot is. Although we see the play clock at 19 when TV cuts away, the decision has been radioed to the crew.
Moore's knee touched the ground before he could make up those 5 yards, and replay put him down there. The referee and wing officials then make sure both coaches are aware of the new spot, and pump the play clock up to 25 since there was an administrative change. All done seamlessly and ensures the proper spot is made when there is enough evidence to quickly change the spot.
If any element requires more thorough study -- multiple angles, not a completely obvious overturn, or if the offense comes to the line quickly -- replay will pass on the assist. A coach may challenge in those situations.

Down judge Frank LeBlanc and line judge Carl Johnson has to judge this Justin Herbert quick reach-over-the-goal-line-before-the-ball-is-knocked-out-of-his-hands touchdown play.
These calls are difficult, especially if the ball is knocked loose. And it is almost always a controversial call.
Note referee John Hussey running in to quell any overly-excited players after the big pile.

First of all, good whistle discipline by Shawn Hochuli, Terry Killens, Patrick Holt and Tim Podraza on this fumble. An inadvertent whistle would have ruined a great defensive play.
Then, nice job by Podraza and field judge Jason Ledet on this Trey Palmer touchdown catch.
