My pure guess is that the issue of full-time officials is a sticking point.
The proposal was for the NFL to hire 10-full time officials. If that is still on the table my guess is that the NFLRA's stance is, "You want full-time officials, make ALL of us full-time. Oh yes, and the pay had better be good."

I agree with you Fred, one would have to guess that would be a big issue there. I can't see how making them Full timers is going to change anything in regards to how the game is officiated anyway, but we have kicked this dead horse before. I hope they can get this resolved, or drop this full time issue all together.

On the first page of this thread, intheknow says they're stuck and the NFL has reached out to potential replacement officials. Long way to go, but things don't look good as of now.

I read somewhere (USA Today?) that any replacements would not be from BCS Conferences since most are supervised by current or former NFL officials. That would really lower the quality of available officials.

That would really lower the quality of available officials. Plus college supervisors want to protect their investment. They have good college officials and they don't want them doing other leagues in the fall and get burned out or injured.
