Since it is not a political office does that mean Winter can stay in the NFL? A few years ago Sanford Rivers joined the PA Gaming Commission and had to resign from the NFL.

I think Mr. Rivers resigned from the NFL because his job with the PA Gaming Commission was related to gambling, creating the conflict. NFL officials can't enter a casino during the football season period, and can only enter in the off season after obtaining permission from the NFL. Mr. Rivers job new job just created too many conflicts or potential bad perceptions.
While any appointment to a state commission is political, this commission Mr. Winter is on is pretty innocent.
