Great move by the NFL because if the NFLPA does not approve this, that possibly hurts all these injury-related lawsuits based on the "mentality" of the player.
I agree that this would be great for the lower levels for the NFL to set the example.

I'm not sure how the letter of the law reads for college ball, but in high school ball, hip, knee, thigh and tail pads are MANDATORY. If a player participates in a play with without proper equipment, he's sent to the sideline and his team is penalized. Hopefully the NFL follows suit.
