Believe it or not, this is a touchback! The ball was muffed in the field of play and once the loose ball broke the plane of the goal line, it is a touchback, no matter who touched or muffed the ball.
This is a different rule than NFL/NCAA.

Right call, wrong reason Fred. In NFHS a kick entering R's end zone is a touchback. It appears that he did not posess the ball until it had crossed the goal line. A kick remains a kick until possessed.
This crew awarded momentum exception, which appears to be incorrect. He doesn't have possession in the field of play. Touchback ruling would have bailed this crew out of a bad deal. They put R in a bad spot to begin their series.
