Long video which I haven't watched end-to-end quite yet, but Walt Anderson gives the overview of rules changes for the Big 12 Conference: www.big12sports.com/mediaPortal/player.dbml?id=887375&db_oem_id=10410Quotable: "We're the only BCS conference that does this: rules knowledge to us is so vitally important for our officials, and if the officials do not pass the test -- and just about every conference does a rules exam -- they don't work for the entire season." "We have a very high element of accountability within our program. I know, just in the seven years that I've been with the program, we've dismissed, for performance reasons, 27 officials. Now, in the same seven years, I can tell you that the NFL has dismissed one."

Oh, yeah. That graphic that is on for 90% of the video! Totally didn't read it.
Consider it a refresher, and I will add the 2013 link when I get it.
