I agree that player safety is paramount, but this rule I think needs to be tweaked a little. It should be like a flagrant 1/2 thing in basketball. If the hit is a less egregious hit, its a flagrant 1 and if its egregious then a flagrant 2. And if you get so many flagrant 1's or flagrant 2's in a year, your suspended. As far as review, I would implement it, but carefully to make sure the pace isnt slowed down.
