This will apparently be Tim Nestor's final tournament. He is retiring to take a job offer that was too good to pass up. This was reported by Tim Brando on Raycom's coverage of the ACC Tournament.

Not too familiar with NCAA Officials, did Joe DeRosa retire? Did he not go to NCAA Finals in 2016, then not receive a Tournament assignment last year? Also, is Kevin Fehr still officiating?

I believe Fehr has retired as he did not work a College Game all season. He was not all that highly regarded as a College Official as he did not work the tournament in any of his 4 seasons in NCAAB and really didn't work many high profile games.
DeRosa has had a weird 8 seasons working College. He has gone 2011-Sweet 16, 2012-Final 4, 2013-Nothing, 2014- National Championship, 2015- National Championship, 2016- Sweet 16, 2017- Nothing, 2018- Nothing. So he either gets at least the sweet 16 or doesn't work at all.
I heard a rumor that JD Collins does not like DeRosa because it was between Collins and DeRosa for the National Coordinator Position and Collins did not like that DeRosa made it difficult for Collins to get his position so Collins is retaliating by not giving him Tournament Assignments. If that is true, which who knows, that is disgusting behavior from Collins. The reason I sort of believe it is Derosa is still getting many high profile assignments from the Big 12 including the last 2 Big 12 Championships but for some reason is not working the tournament. Now DeRosa is 60 years old so perhaps he might not be Final 4 caliber anymore but there is no way you can tell me he is not one of the 100 best Officials in the country.
In his 3rd year at the helm Collins has made a few things apparent.
1. He is big on Officials physical fitness and especially running ability and has a lot of young guys supplanting some of the veterans. Gone are the days of Tony Greene, Ed Corbett, Tom Eades, Mike Stuart, Karl Hess, and Les Jones getting Elite 8's and Final 4's. Honestly I do not have a huge problem with this. There is always a changing of the guard with a knew boss. The same happened when John Adams first came along and many of his favorites (Stephens, M.Eades, Ayers, Breeding, etc.) are still among the top Officials.
2. He is very vindictive and seems to hold grudges (Valentine, DeRosa). IMO he is being too much of a politician and not enough of a leader. He is trying to appease the public rather than his own Officials. Joe Torre does that a lot with MLB Umpires as well.
3. He is a very tough grader in the tournament. Each of the last 2 years there have been entire crews in both the first and second round that had nobody advance to the next round. He doesn't care who is on the crew or how good they are, if that crew performs badly nobody moves on. That happened again this year, nobody advanced from UMBC-Virginia. It will be interesting to see if there are any crews from the Round of 32 that have nobody advance to the Sweet 16 or elite 8. It has happened the last 2 years.
