Are you a HS official? If you are a HS official, ask around to see if there is a NCAA or NAIA official near you. Many college officials have a monthly (or more) rules study group. Go to those rules study groups. Be a sponge. Do more listening than talking. After the meeting, ask questions.
Another good way to get noticed is attend an officiating clinic. Many happen in the spring. Several observers will be there to teach, hold breakout sessions and observe officials during a scrimmage. That is also a great way to get noticed.
Don't think you are ready for college after one or two years of HS officiating. You're not. Don't think you'll get hired to do college games after one clinic. You won't.
You'll get started doing NAIA or Division III games. After that, it is a matter of timing, skill and openings.
