So, in Cincinnati, the stadium clock had too much turkey this weekend, and with the rain, took a little nap during the second quarter, so time had to be kept on the field by the Side Judge. At which point did this become the SJ doing this? It used to be the Line Judge. I somewhat remember hearing about when this changed, but does anyone out there remember when/why? P.S.: I'm not referring to the stadium clock becoming official in 1970, I mean for these situations, when the backup switched from LJ to SJ. At least since 2015.

Jessie Bates III scores a 92-yard touchdown off an interception.
Mechanically, referee Brad Allen and umpire Bruce Stritesky are responsible for the goal line and (in a perfect world) beat the runner to the goal line. Down judge Sarah Thomas has primary sideline responsibility and secondary goal line responsibility.
Now, in reality no 40 - 60-year old official is going to beat a world class athlete on a 92-yard sprint. On plays like this, the officials do their best and pray there isn't a close call at the goal line. At the NFL level, instant replay can step in and help.
During long returns like this, the officials also clean up behind the play to make sure there aren't any personal fouls. You can see Thomas doing this on the end zone replay.
One more thing on this return. Bates appeared to flash the "peace" sign as he crossed the goal line. Technically this is an unsportsmanlike conduct foul. But it was so quick and the officials didn't have the angle to see it.

The Buccaneers Payne Durham appears to stretch the ball across the goal line. But side judge Lo Van Pham signals him short.
The replay shows Durham's left knee down before the ball breaks the plane of the goal. No touchdown.
Note how call Van Pham is with his call. He's going to deny Durham a TD he thinks he earned. No frantic pointing at the one yard line or slapping his knee and pointing at the ground. Just a simple "the ball is dead" signal.

Mahomes got shoved out of bounds just as he approached the sideline on a scramble play midway through the second quarter. The hit was legal and there was no second act involved after he was shoved out of bounds. Contact was initiated in bounds.
