On a fourth quarter pass, there was a significant amount of pushing between Cardinals receiver Greg Dortch and Eagles cornerback Kelee Ringo. Dortch goes down and a flag is thrown for defensive pass interference.
The flag is from field judge Joe Blubaugh, who is in a position that gives him a view from behind and sees Dortch go down with Ringo's arm extended. From the opposite side, we see Dortch pulling at Ringo's jersey yoke. Because of this mutual handfighting these actions that individually would be flagged should be just waived off. There aren't separate acts that would warrant offsetting penalties, rather this is neither player leveraging a net advantage.
The better call in this case is no flag.

Titans quarterback Ryan Tannehill is wrapped up on a 3rd & goal, but cornerback Desmond King swoops in and makes contact with Tannehill. The play is long over and being whistled dead. Even if King didn't hear any whistles it is an obvious situation where forward progress has been stopped for quite some time. The Titans got an automatic first down. Scott Novak does a great job explaining the call.

Patrick Holt (DJ106) took a hard hit from Steelers RB Najee Harris as Harris was pushed out-of-bounds during the 4Q of the Seahawks-Steelers matchup. The game was briefly stopped as Harris and some Seahawks sideline personnel checked on the Holt. Holt appeard to hit his head on the turf as he feel backwards, but stayed in the game and continued to work. This again shows that officiating football can be dangerous work, especially in the NFL.

You are correct, it doesn't happen in NCAA. "Anyway, I was also wondering if the R still announced that a player declared himself eligible" it still happens, you hear it better in the stadium as the commentators aren't talking over the top of it. I have no idea what I was thinking of then. Maybe I got into the egg nog too much over the holidays.

While I have no reason not to believe Allen, just because he announced 70, that does not mean that 70 actually was the one who reported to him. However, this also means the Lions had to realize that they did not have the eligible player that they intended.
