Don't make Helmet-to-Helmet a disqualifying foul. It used to be that spearing fouls were automatic DQs, thus officials were hesitant to flag it because they didn't want a "cheap" DQ. Once the DQ mandate was lifted, there were many more flags for spearing. Let the officials use judgement and DQ if it is flagrant.
Impliment uncatchable pass to wipe out a DPI flag.
Keep kicker protections for rugby-style punts. Rarely used where I'm from and it is a safety issue.
There's only one official at the team K free kick line. For five-man mechanics, it is too difficult officiate how many are on one side of the kicker.
Don't mess with the communications restrictions.
I didn't understand the horse collar question at the very end so I said no.

If they make it a an automatic DQ, to many officials will be hesitant to flag it, just like many officials are hesitant to flag offensive pass interference because it's such a harsh penalty.

NFHS folks met this week. I bet we'll be hearing about rule changes soon.
