I watched the video several times, and I'm only seeing one player go in motion at the snap. The player who went in motion could have been turning upfield before the snap, but that would be for the wing on that side to decide.
No flag for an illegal shift, and maybe a flag for illegal motion.

The motion man was moving while the back was getting set. So, in order to be legal the motion man had to stop, "reset" and then continue his motion.
I might let it slide in the last minute of garbage time, but it needs to be called almost all the time.

Flag it in HS varsity and NCAA. Sub-varsity.. maybe let it go.
