I found it interesting that they have effectively done away with illegal participation since the play will be blown dead when there are more than eleven players on the field. thus there will only be a five yard illegal substitution penalty instead of the 15 yard illegal participation.

True, illegal participation pretty much will now only be called if the 12th player comes on the field during a down.

True, illegal participation pretty much will now only be called if the 12th player comes on the field during a down. Which is the way it should be. If there's 12 on the field when the ball is snapped, kill the play. Illegal participation is a harsh penalty (15 yards). You can also have illegal participation if a disqualified player re-enters the game at any time.
