Look at the angle starting at :30. Carey sees the loose ball, but doesn't know if it's a fumble or not, and since it's not his call to determine, he reacts as if it is a fumble.
This type of mechanic is reacting to the play of what might happen, and being prepared for that outcome.
We know from the first angle that the whistles goes while the ball is airborne at the 28 and halfway through the second bounce. In the angle with Carey, you can see him react before the ball hits the ground for the first time.
Carey is obviously reacting to the catch/fumble, until it is ruled no catch.
Stuff like this needs to be taught outright to some outright. Other officials pick this stuff on their own through experience.

Yes. He was prepared for a fumble recovery and return for a TD. If there was a fumble scrum the wing and U would have crashed the pile along with him.
But he saw the situation developing for a fumble return. Excellent instincts.
