The UFL desperately needed the NFL lockout to go as long as possible so that they could benefit from it.

The USFL had the best chance...in the 80s, before the massive expansion of the NFL and when there was less stuff on TV. They might have been able to hang on if they hadn't tried to go to a fall schedule (thank you Donald Trump), which I always heard was a ploy designed specifically to get a cash settlement from the NFL in an antitrust suit (so, technically it worked).
But, I think now that the odds of another football league making it are very slim, and the idea of an additional three leagues (AAFL, UFL, and New USFL) is even slimmer.
