I know it gets tricky for the smaller bowls, but for BCS bowls and the Conference Championships, it's generally easy to predict the top 2 crews...
For the ACC I'll take Flanagan for the ACCcg and Brad Allen for the BCS Bowl
Pac12: Stricherz (CG) and Folliard (bowl) (I believe the Pac12 is due for the BCSNCG referee
Big East: Tom Timczyk Big 10: Geerlings (bowl) and Lemonnier (inaugural cg) SEC: CG - Ritter... i think it's the SECs turn to rotate from a bcs bowl Big 12: Castleberry and Novak
these are all guesses. For the ACC, the are more educated since I know a lot more than any other conference...Allen 99% will not have the ACCcg since he 1) had it last year and 2) has worked VT twice in three weeks.
EDIT: Stricherz was my choice for CG and Folliard for Pac12 champ...i miss typed earlier

Tomczyk's crew I believe had the issue with the Toledo game
I like John McDaid for the Big East bowl game
Big 10 Bowl game I could see that going to John O'Neill if Lemonnier has the CG
Big 12 it seems like Castleberry gets the CG a lot but not sure who I would put as 2nd behind Novak

Championship Games:
Pac 12- Jack Folliard Big 10- Bill Lemmonnier ACC- Ron Cherry SEC- Matt Austin
BCS:
ACC- Brad Allen/ Tom Zimorski Big East- John McDaid Big Ten- John O'Neill Big Twelve- Scott Novak Pac 12- Jay Stricherz (He will have the National Championship, it is Pac 12's turn in the rotation) SEC- Tom Ritter

Not really sure about all the conferences, but there apparently is significant discussion that, if both BCS teams are from the SEC, the SEC may work the National Championship Game. Likely to be Tom Ritter or Matt Austin.
For ACC CG, won't be Allen or Flanagan. Either Allen or Zimorski will get their BCS game, if they receive one.
Big East top guy is McDaid.
Big 12 would be Novak.
Not sure about the others......

If you're referring to the Toledo-Syracuse game, Tracey Jones was the referee for that.

Is it a hard and fast rule that a conference championship official does not work a bowl as the championship game is their "bowl?" Is that a conference rule or an NCAA rule?

Is that a conference rule or an NCAA rule? i'm pretty sure that's just an unwritten rule...i've never seen in formally anywhere. as for Cherry working the ACCcg, i'm not sure how it works, but he worked Clemson-VT in Blacksburg and working VT-UNC two weeks ago.

do we know which conference does not have a referee for a BCS bowl this year? If I remember, big east iddnt last year

I would guess that Lemonnier would work the inaugural Big 10 Championship game. If the Big 10 gets a BCS bowl game, I would guess John O'Neil or Dave Witvoet would handle that.
Geerlings is good and will challenge for a BCS assignment when Lemonnier and Witvoet retire.

For many conferences, the championship game is (was) treated like a bowl assignment as to spread the wealth around. Some conferences have deviated from that in recent years. No hard and fast rule about it though.
