You would think...guess it is the same application that was applied to Sunday's game, but I was under the impression the continuing action could apply.

Maybe continuing actions only applies to a runner down by contact?

I have tried to cite the rulebook on this play since last night. I didn't have any luck, because I think that there isn't any. Couldn't be, I thought, because we all remember the rule change after Hochuli blew that high profile call in '08. It might have to do with timing. I think that a play that is ruled an incompletion must stand as an incompletion on the field. However, in an odd quirk, it looks like replay is only empowered to change to a recovery. Rule 15, Section 9The Replay System will cover the following play situations only:... (c) Other reviewable plays:...
(4) Ruling of a loose ball out of bounds when it is recovered in the field of play by an opponent or a teammate in the action after the ball hits the ground. Note 1: If the ruling of down by contact or incomplete pass is changed, the ball belongs to the recovering player at the spot of the recovery of the fumble, and any advance is nullified. Note 2: If the Referee does not have indisputable visual evidence as to which player recovered the loose ball, the ruling on the field will stand. Then, from Rule 7, Section 2, Article 1An official shall declare the ball dead and the down ended:... (n) when an official sounds his whistle while the ball is still in play, the ball becomes dead immediately;
(i) If the ball is in player possession, the team in possession may elect to put the ball in play where it has been declared dead or to replay the down. (ii) If the ball is a loose ball resulting from a fumble, backward pass, or illegal forward pass, the team last in possession may elect to put the ball in play at the spot where possession was lost or to replay the down. If that is true, that only replay is allowed to make this correction, then this is a huge gap in the rulebook I also think that this play does not get called if the officials have white beanbags instead of blue. I know it is just an enforcement marker, but if you can see the beanbag, it is clear to everyone how the play is ruled.

Officials used to throw their hat to mark the spot of the fumble. While I think the bean bag is more professional looking, the hat throw (especially a white one) definitely gets one's attention.
