I did my research and I know that it was a mixture of NFL and AFL officials. Norm Schacter was the referee, and he wore #56. I think he's the 2nd one from the left in the top row (the numbers on his sleeve are obscured).
Not sure if I can identify any of the other officials in the picture.

I have seen this picture, in color, in an NFL or Super Bowl history book. It did say that it was a combined crew, and that the uniforms were special for the game.
It confirms Fred's observation that they had six on-field officials and six alternates.
I'll see if I can find the book at the bookstore this week and report back on what else it may have said.

This is a great find, Becky. I love films like this because it's a time capsule, in this instance, to the 60s. You can see most of the men wearing jackets and ties, or at least a collared shirt (usually with a jacket), and wearing hats. The winners got $15,000 each, the losers got less (maybe they should do that for modern NFL games-only pay the winners, that may shake things up a bit). And look at all the empty seats! But I guess at $12 each, the seats were a bit expensive
