Recently during a kickoff the ball never left the field of play but the kick off return man as well as the referee walked forward to signal a touchback My question the ball never left the field of play and came to rest in the end zone. Why is this not a live ball for play

If you are playing NFHS rules once a kick breaks the plane of the goal line, it is a touchback.

Welcome to the forum, coachbandit. Looking forward to your continued contribution. This was part of the modifications to the kickoff rule. If the ball touches the end zone before touching a player, it is an immediate dead ball and a touchback. Presumably this was a concession to teams since the personnel are now shifted upfield. The kickoff will soon be history in the NFL. The only reason is still eists is they haven't figured out how to all onside kicks. Just think about it. Most 15 yard unsportsmanlike conduct penalties are net to meaningless as just think ho many kickoffs even after a 15 yard penalties at returned much bedond the 25 yard line anyway.

Greg Schiano has an idea that is the only one that is worth considering. After the try, go back to the "kicking team's" 35-yard line. Instead of a kickoff, it is 4th and 15 for team K. They have the choice....either punt the ball, or go for it on 4th and 15. That replaces the kickoff or the onside kick. If the kicking team converts the 4th and 15, they keep the ball, of course. That is the only proposal that has merit at this moment.

The upstart AAF league will give the "receiving" team the ball 1st & 10 at their 25. The "kicking" team has the option to run 1 play from the 35, with the line to gain at the 45. NFL has done this in the Pro Bowl, without the onside provision.
