Wow. Close down by contact call. Elbow = down. But it looks like the ball JUST started coming out before the elbow hit.
HDTV at its finest!

Ok, Cheffers just had a similar foul that made him a Youtube sensation last year. Double fouls on a punt with change of possession. First of all, Jack del Rio took forever to make up his mind and finally Cheffers had to go over and explain the options to him. He finally delivered a :25 second penalty announcement (legitimate - no verbosity) and NAILED it!

Another bang bang fumble/down by contact review for Cheffers. He got it right again. Raven's #27 was down by contact.

But didn't he blow it at first mumbling some nonsense that a face mask penalty is declined by rule? ?They had to correct it after the commercial..........

Jack del Rio changed his mind on the penalty enforcement. I remember Cheffers saying, "Jacksonville has elected to......" If they wanted to keep the ball, they had to, by rule decline the penalty. He then changed his mind and decided to roll the dice and try another punt return and create an offsetting penalty situation.
Granted, he is not the strongest on the mic. You can tell he is going slowly and carefully so as not to stumble.

Fred...from my scant knowledge of the rules, you're not supposed to be allowed to change your mind...I also got the feeling the explanation to the Jacksonville coach may not have really made sense....you had a pf facemask on the kicking team, illegal block in the back and also holding on the receiving team (I think that's what the guy said)....where can anything be declined? Shoudn't it be off setting penalties period? ?? At least that's the idea I got from the annoucements....
